简要规则描述：1、本工程采用工程施工总承包方式。由成交人负责包工、包料（采购人自行采购的材料和设备除外）、包工期、包质量、包安全文明施工和包协调管理、包验收通过移交的施工承包方式全面负责承包工程施工合同范围中的全部工程内容，并对工程总的工期、质量承担控制和协调责任以及合同规定的其他义务。
2 、本工程承包范围：
a、本磋商文件、工程内容清单和所附图纸中所要求、描述的工程内容和范围。
b、施工中有关的垃圾堆放及清运等工作。
c、临时水电及施工人员餐饮、住宿费用。            

Brief Specification Description: 1. This project adopts the general contracting method for engineering construction. The successful bidder is responsible for contracting, supplying (excluding materials and equipment purchased by the purchaser), contracting the construction period, quality, safe and civilized construction, coordination and management, and contracting the acceptance and hand of the construction project. The successful bidder is fully responsible for all the work content in the contract scope of the construction project, and is responsible for the overall construction period and quality the project, as well as other obligations stipulated in the contract.
2. The scope of work for this project:
a. The work content and scope required and described this solicitation document, the list of engineering content and the attached drawings.
b. Garbage stacking and removal and other related work during construction.
c. Temporary water electricity and catering and accommodation expenses for construction personnel.            

合同履约期限：合同签订生效之日起至质保期结束，计划施工工期：60日历天。        

The Contract Period: From the date of signing the contract to the end of the warranty period, the planned construction period is 60 calendar days.

4 响应文件递交截止时间未被列入“信用中国”（******）失信被执行人名单、重大税收违法失信主体和“中国政府采购网”（******）政府采购严重违法失信行为记录名单；
5 本项目专门面向中小企业采购；
6 单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一项目的响应；
7 本项目不接受联合体报价。        

(c)Specific qualification requirements for this program: Specific qualification requirements for this project: 1 Hold a valid business license; 2 Possess the qualification of general contracting of municipal public works at level III or above, and have a valid safety production license; 3 The project manager to be assigned must have a professional qualification of registered constructor at level II or above in public works, and have a valid safety production assessment certificate; 4 As of the deadline for submitting the response documents, the bidder must not be listed on the list of dishonest executing judgments on "Credit China" (******), the list of major tax lawbreakers and dishonest subjects, or the list of serious and dishonest acts in government procurement on "China Government Procurement Network" (******); 5 This project is specifically open to procurement from and medium-sized enterprises; 6 Units with the same person in charge or different units with control, management relations are not allowed to partic
